Scott A. Kingsley
President and CEO, NBT Bancorp Inc.
Scott A. Kingsley became President and Chief Executive Officer of NBT and was elected a director in 2024. He joined the Company as Executive Vice President and Chief Financial Officer in 2021.

Scott has nearly 40 years of experience, including 16 years as a member of the management team at Community Bank System, Inc., where he served as Chief Operating Officer and, prior to that, as Chief Financial Officer. He started his career with PricewaterhouseCoopers, LLP before joining the Carlisle Companies, Inc., a publicly traded global manufacturer and distributor, where he served in financial and operational leadership roles.

A Certified Public Accountant, Scott graduated from Clarkson University with a bachelor's degree in accounting. He is an active community advocate, volunteer and fundraiser. He currently serves on the Board of Trustees of Clarkson University, the Audit and Finance Committee for the Catholic Diocese of Syracuse, the Board of Directors and Audit Committee of New York Central Mutual Insurance Company and was previously Chair of the Board of Directors of the Food Bank of Central New York. Over the past six years, Scott has run five distance races, including the Boston Marathon twice, in support of the Dana-Farber Cancer Institute, Paige’s Butterfly Run and On My Team 16, with a focus on supporting children and their families in the fight against pediatric cancer. His efforts have raised more than $250,000 for these organizations.

Joseph R. Stagliano
Senior Executive Vice President and President of NBT Bank, N.A.
Joseph R. Stagliano was promoted to President of NBT Bank, N.A. in 2024. He has over 30 years of experience in the financial services industry.

Joe joined NBT in 1999. He was promoted to Chief Information Officer and joined the Company's Executive Management Team in 2006 after holding several leadership positions in Operations. In 2016, he assumed responsibility for Retail Banking in addition to his duties as Chief information Officer. In 2018, Stagliano was named President of Retail Banking. Prior to joining NBT, Joe was employed by MetLife and advanced to leadership roles in customer service and call center management during his tenure there.

Joe earned his bachelor's degree in business and public management from SUNY Polytechnic Institute in Utica. Active in the community, Stagliano serves as Chair of the UHS Chenango Memorial Hospital Board of Directors, he serves as Vice Chairman on the Board of Directors of United Health Services, Inc. and the Norwich Building Tomorrow Foundation Inc. He is a past member of the Norwich City School District Board of Education with over 10 years of service.

Annette L. Burns
Executive Vice President and Chief Financial Officer
Annette L. Burns joined NBT in 2013 with the Company's acquisition of Alliance Bancorp. A Certified Public Accountant, she has 30 years of experience in accounting and finance. In her current role as Chief Financial Officer, she oversees the Company's financial performance, investor relations and provides executive leadership for NBT's accounting, finance and treasury services divisions.

Annette started her career at PricewaterhouseCoopers, LLP and advanced to Business Assurance Manager. After joining NBT, she served as Corporate Controller and Senior Corporate Controller before being promoted to Chief Accounting Officer. She also served as Interim Chief Financial Officer in 2021.

Annette earned her bachelor's degree in business administration from St. Bonaventure University. She serves as a board member and treasurer for the United Way of Mid Rural New York and is a past board member of the Chenango Arts Council.

Sarah A. Halliday
Executive Vice President and Chief Commercial Innovation Officer
Sarah A. Halliday has over 30 years of experience in banking and commercial lending. She assumed the role of Chief Commercial Innovation Officer in 2026 to lead initiatives to transform NBT’s commercial operations through data-driven insights, artificial intelligence and process optimization with a focus on enhancing client experience and driving strategic growth. Sarah joined NBT and the Executive Management Team in 2017 as Executive Vice President and President of Commercial Banking. She launched her career in Fleet Bank’s commercial management training program. Before joining NBT, she was Capital Region Market President for M&T Bank where she was employed for 12 years and Vice President and Loan Officer for the New York Business Development Corporation for 11 years.

Sarah earned her bachelor’s degree from Colgate University, graduating with honors in economics. She also completed an executive leadership program at the University of Michigan Ross School of Business. Sarah is a longtime board member and classroom volunteer for Junior Achievement of Northeastern New York and serves as a leader and member of 100 Women Who Care. She is also a past board member and continued supporter of the St Anne Foundation and 518 Elevated (Capital Region Sponsor a Scholar).

Shauna M. Hyle
Executive Vice President, Retail Community Banking
Shauna M. Hyle joined NBT in 2008. She was promoted to Executive Vice President of Retail Community Banking in 2024. Prior to that, she oversaw NBT's Consumer Lending business and provided executive sponsorship for the Company's national benefits administration business, EPIC Retirement Plan Services, headquartered in Rochester, NY. In addition to these responsibilities, her expanded role also includes oversight of Retail Banking, Business Banking and Marketing. Shauna served as Senior Vice President and Chief Risk Officer from 2013 to 2017. Prior to that, she was Corporate Controller and managed NBT's accounting and finance function.

Before joining NBT, Shauna was a manager with PricewaterhouseCoopers, LLP, providing audit and attestation services to clients in the firm's Syracuse and Boston offices. She is a Certified Public Accountant and earned her bachelor's degree in accounting from SUNY Geneseo. She serves as the secretary of the Board of Directors of UHS Chenango Memorial Hospital and is a 2010 graduate of Leadership Chenango.

Ruth H. Mahoney
Executive Vice President and President of Wealth Management
Ruth H. Mahoney joined the Company as Executive Vice President and President of Wealth Management in 2021.

She has more than 35 years of industry experience, including wealth management, private banking, retail banking and regional leadership. Her executive responsibilities at NBT include developing the company's wealth management strategies and overseeing the trust, investment, Private Bank and retirement services lines of business. Prior to joining the Company, she was Key Bank's Capital Region Market President, leading the Retail and Wealth businesses, Client and Community efforts in the region. She also held leadership positions with Bank of America and Fleet Bank.

A graduate of Marist College with a bachelor's degree in business administration and marketing, Ruth lends her leadership abilities to many organizations. She serves as co-chair of the Regional Economic Development Council, as former Chair for the Capital Region Chamber of Commerce, as a board member for Albany Medical Center and the New York State Teachers' Retirement System, and serves on the New York State Bankers Association Board. She has earned many recognitions and was included on the Albany Business Review's Power 50 Lists published in 2024, 2022 and 2021. She also received the Woman of Excellence Award from the Capital Region Chamber of Commerce, Women Who Mean Business Award from the Albany Business Review, named “Athena” by the Dutchess County Chamber of Commerce, the Executive of the Year Award from the Capital Region Business Review, the Women of Distinction Award from the United Way of Westchester and Putnam, the Most Powerful Women in Banking Team Award from American Banker. Ruth was inducted into the Capital Region Business Hall of Fame in 2024 and received the Chamber Champion Award by the Capital Region Chamber of Commerce in 2025.

Joseph P. Sergienko
Senior Vice President and Chief Risk Officer
Joseph P. Sergienko has more than 25 years of experience as an in-house risk practitioner and a professional services advisor to financial services and fintech firms of all sizes and levels of complexity. He was promoted to Senior Vice President and Chief Risk Officer and joined NBT’s Executive Management Team in 2026. He oversees the Risk Management Division, playing a central role in maintaining NBT’s strong risk culture.

Joe joined NBT in 2024 as Managing Director of Enterprise Risk Management and was promoted to Deputy Chief Risk Officer in 2025. His past roles include designing and executing enterprise-wide risk management and compliance programs. Prior to joining NBT, he was Managing Director of Risk and Compliance for Treliant Consulting. Other career highlights include working with Promontory Financial Group and State Street Corporation.

Joe earned his associate’s degree in accounting from New England College of Finance, his bachelor’s degree in organizational leadership from Northeastern University and his Master of Business Administration from the Questrom School of Business at Boston University. In addition, he holds the Six Sigma Green Belt Certification and is a member of the Global Association of Risk Professionals and ProSight Financial Association (formerly the Risk Management Association). Joe is also active in the alumni associations for Boston University and Northeastern University.

Cynthia A. Smaniotto
Executive Vice President and Chief Human Resources Officer
Cynthia A. Smaniotto has more than 30 years of progressive Human Resources leadership within the banking industry. Cindy joined NBT in 2000 through the acquisition of LA Bank where she served as Director of Human Resources. Since then, she has held a series of impactful roles at NBT, including Regional Employment Manager, Director of Employment Services and Director of Human Resources. In 2021, she was appointed Chief Human Resources Officer, reflecting her strategic influence and dedication to the organization.

Throughout her tenure, Cindy has been instrumental in shaping and expanding NBT’s Human Resources Division. Under her leadership, the division has evolved to encompass key specialties such as talent acquisition, health and wellness, diversity and inclusion, workforce planning and talent development.

In 2022, she was honored as a “Woman in Power” by Dress for Success Lackawanna, recognizing her leadership and community impact. She is an active member of the Society for Human Resource Management (SHRM) and a former board member of Dress for Success Lackawanna, where she championed initiatives to empower women in the workforce.

M. Randolph Sparks
Executive Vice President, General Counsel, Chief Ethics Officer and Corporate Secretary
M. Randolph “Randy” Sparks joined the Company as Executive Vice President and General Counsel and was appointed Corporate Secretary and Chief Ethics Officer in 2022. He coordinates the Company's legal activities, manages external legal counsel and assists with oversight of relations with regulatory agencies. Randy has extensive experience in legal executive roles at both large and midsize banks. Prior to joining the Company, he served as General Counsel and Corporate Secretary for MidFirst Bank of Oklahoma City, OK. He worked for Bank of America before joining MidFirst where he held the position of Chief Counsel and Managing Director, Global Transaction Services.

Randy earned his Juris Doctor from DePaul University College of Law. He also holds a Master of Business Administration from St. Louis University and a Bachelor of Arts in Accounting from Westminster College.

Alfred V. Testa
Executive Vice President and President of Commercial Banking
Alfred V. Testa has 25 years of experience in banking. He was promoted to Executive Vice President and President of Commercial Banking and joined NBT’s Executive Management Team in 2026. He oversees the regional teams that provide commercial banking services across NBT’s seven-state footprint. He is also responsible for the bank’s Government Banking and Treasury Management functions. Al joined NBT in 2011 and advanced to the position of President of Eastern New York and Connecticut prior to his promotion in 2026. Before joining NBT, Al was with M&T Bank in New York’s Capital Region and the Mohawk Valley.

Al is a graduate of NBT’s signature development programs and earned his bachelor’s degree from Siena University. Active in the community, he serves on the boards of directors for Center for Economic Growth and Capitalize Albany Corporation. He is also involved in industry organizations, including the American Bankers Association Commercial Real Estate Lending Committee.

Tara F. Trafton
Senior Vice President, Chief Credit Officer
Tara F. Trafton has more than 30 years of experience in banking. She was promoted to Senior Vice President and Chief Credit Officer and joined NBT’s Executive Management Team in 2026. She oversees the Credit Administration Division, playing a central role in maintaining NBT’s strong credit culture. Tara joined NBT in 2014 as a Senior Commercial Banking Relationship Manager in New Hampshire and has since advanced through several key roles, including Regional Credit Officer for all New England regions and, most recently, Chief Commercial Credit Officer.

Tara earned her bachelor’s degree in international business from Ohio Wesleyan University. She is also a graduate of the Babson College Advanced Leadership Development Program. Tara’s community involvement includes past service as board chair for Seacoast Hospice and on the boards of the United Way of the Greater Seacoast and YMCA of the Seacoast.
